Rooms are clean, no rats (I live in third floor though). We are always updated about maintenances around, the staff are generally nice (at least to me), the internet here is really good ($49 a month for 100GB quota and 15 MB speed, there are other cheaper options) and it never ever breaks down. they really care about the place (they occasionally hire contractors to clean the outside windows/painters to repaint the wall). I don't socialise here so i don't know bout the other residents. My TV was once broken and they happily replaced it with a new one (through the warranty thing i guess), my sink was leaking and they called a plumber to fix it the next day. security and receptionist are there 24/7, which is nice. The only downside is that the rent is pretty expensive ($1439 to $1565 for a single bedroom)...well i guess its because they're close to melbourne uni (like literally across), but with a receptionist and the treatment I am receiving up to now, the price is definitely worth it.
