How Much Does It Cost to Outsource Payroll?
The average cost to outsource payroll in the UK is around £4 to £12 per employee per month for a fully managed service. Where you land in that range depends on how many people you pay, how often you pay them and how complex your payroll is.
Most providers price in one of these ways:
The cost of outsourcing payroll UK employers pay also includes one-off set-up fees, which typically range from about £100 to £1,000 depending on the provider and how much data needs to move.
Understanding payroll outsourcing cost with Direct Payroll Services is simple: we look at your headcount, pay frequency and the services you need, then give you a quote built around your payroll rather than a one-size-fits-all package.

What Drives Payroll Outsourcing Costs in the UK?
Two businesses with the same headcount can receive very different quotes. These are the factors that shape payroll outsourcing costs in the UK, and how Direct Payroll Services handles each one:
- Number of employees: more payslips mean more processing. We scale our service as your team grows.
- Pay frequency: weekly payroll means four or five runs a month instead of one. We process weekly or monthly to match your pay cycle.
- Pension auto-enrolment: pension administration is often charged at around £1.50 to £2 per employee. Ask whether it is included.
- Construction subcontractors: CIS verification, deductions and monthly returns add work. Our CIS payroll service handles these alongside PAYE.
- Shift-based workforces: varied shifts and pay rates take more care. Our care home and domiciliary care payroll is built for this.
- Directors' pay: salary and dividend planning brings its own reporting needs. Our directors' payroll service covers it.
- Extras: electronic payslips, reporting and integrations can sit outside the base price.
Because Direct Payroll Services offers all of these specialist services under one roof, you don't need to pay a second provider for the parts of your payroll that are harder to run.
Fully Managed or Bureau: Which Payroll Outsourcing Services Cost Less?
Not all payroll outsourcing services cover the same work, so it pays to know which level you are buying.
- Fully managed
- What it covers: The provider runs everything, including calculations, payslips, HMRC submissions, pensions and year-end.
- Typical cost: About £4 to £12 per employee per month.
- Part-managed (bureau)
- What it covers: The provider processes payroll from data you supply, while your team handles some tasks.
- Typical cost: About £2 to £3 per employee per month.
Fully managed outsourced payroll services cost more because they take the most work off your hands. A bureau costs less but leaves more with your team.
Direct Payroll Services offers both. Our managed payroll service handles the whole process for you, while our payroll bureau services UK businesses use let you keep control of your payroll data while we take on the complex processing. Choosing the right level means you never pay for more than you need.
What Is the Cost of Outsourcing Payroll per Hour?
Many business owners search for the cost of outsourcing payroll per hour, but payroll providers rarely bill by the hour. You pay per employee, per payslip or a fixed monthly fee, and the provider absorbs however long the work takes.
An hourly view is still useful when you compare it with doing payroll yourself. A full-time payroll administrator costs roughly £26,500 to £33,100 a year once salary, employer National Insurance, pension, software and training are included. Spread across a 37.5-hour week, that is around £14 to £17 for every hour they work, whether payroll keeps them busy or not.
For a small business, the hidden hourly cost is often the owner's own time spent on payroll instead of running the business. With Direct Payroll Services, that time comes back to you, and you pay an agreed fee rather than for the hours your payroll takes.
What Is Not Included or Charged Extra in Payroll Outsourcing?
The headline price per employee is only part of the picture. These items often sit outside the base fee, so ask about each one before you sign:
- Set-up or implementation
- Why it may cost extra: Moving your data, testing, and the first live run take time.
- What to ask: Is it a fixed one-off fee?
- Pension administration
- Why it may cost extra: Contribution files and pension provider submissions.
- What to ask: Is it included per employee or charged separately?
- Year-end processing
- Why it may cost extra: P60S, P11Ds and year-end submissions.
- What to ask: Is year-end included in the monthly fee?
- Extra pay runs
- Why it may cost extra: Bonuses, leavers or correction runs outside the normal cycle.
- What to ask: How much is an off-cycle run?
- HR or accounting integrations
- Why it may cost extra: Connecting payroll to other software.
- What to ask: Are integrations included?
- Exit and data export
- Why it may cost extra: Moving your records if you leave.
- What to ask: Is there an exit fee?
- Annual price rises
- Why it may cost extra: Fees increasing each contract year.
- What to ask: Is there a cap on price rises?
To compare quotes fairly, check that each one covers the same headcount, pay frequency and services. A cheaper quote that leaves out pensions or year-end can end up costing more.

Which Compliance Costs Do You Avoid by Outsourcing Payroll?
The true value of outsourcing often shows up in the penalties you never pay. Payroll errors can be expensive:
- Compliance risk: Late Full Payment Submissions to HMRC
- Possible penalty: £100 to £400 per month, depending on how many employees you have
- Compliance risk: Underpaying the National Minimum Wage
- Possible penalty: 200% of the underpayment, up to £20,000 per worker, plus payment of the arrears
- Compliance risk: Missing pension auto-enrolment duties
- Possible penalty: £400 fixed penalty, followed by escalating penalties of £50 to £10,000 per day
On top of penalties, errors cost time to correct and can damage staff trust. A single late submission can cost more than a month of outsourced payroll for a small business.
Direct Payroll Services handles HMRC filings and compliance as part of our payroll service, helping you avoid these costs and keep your payroll running on time.
What Are The Hidden Costs and How to Compare Quotes?
The headline price per employee is only part of the picture. Before you sign with any provider, ask about:
- Set-up or implementation fees for moving your data across.
- Year-end processing, such as P60S and P11Ds.
- Extra pay runs for bonuses, leavers or corrections.
- Pension administration and submission charges.
- Exit fees and the cost of exporting your data if you leave.
- Annual price rises written into the contract.
To compare quotes fairly, check that each one covers the same headcount, pay frequency and services. A cheaper quote that leaves out pensions or year-end can end up costing more.

Is Outsourcing Payroll Worth the Cost?
For most growing businesses, yes. Compare the two options for a business with 25 employees:
- Factor: Typical annual cost
- In-house payroll administrator: £26,500–£33,100
- Outsourced, fully managed: £1,200–£3,600
- Factor: Cover for holidays and sickness
- In-house payroll administrator: You arrange it
- Outsourced, fully managed: Included
- Factor: Keeping up with HMRC changes
- In-house payroll administrator: Your responsibility
- Outsourced, fully managed: The provider's responsibility
The difference goes beyond price. In-house payroll depends on one person's knowledge, and a single error can lead to HMRC penalties and unhappy staff. Specialist payroll outsourcing UK providers spread that risk across a whole team and keep up with every rule change for you.
At Direct Payroll Services, our cloud-based payroll software and experienced team take care of pay calculations, deductions, HMRC filings and compliance, so you get accurate payroll without the overheads of an in-house department.

Frequently Asked Questions
What affects the cost of payroll outsourcing?
The cost of payroll depends on business size, monthly payroll or weekly runs, pay structures and the level of service you choose. A complex payroll with pension contributions or shift patterns usually attracts higher fees than a simple payroll.
Is there a setup fee when outsourcing payroll?
Many payroll companies charge a setup fee when you join a new provider, covering the transfer of employee data and testing. Ask whether it sits on top of the base fee, as it adds to your total cost.
What pricing model do payroll providers use?
Most payroll companies use a per-employee pricing model, a per-payslip charge or a fixed fee. A basic payroll covers payslips and RTI submissions, while additional services such as HR support or accounting software integration come at extra cost.
What does a fully managed payroll service include?
A fully managed payroll service handles all payroll tasks: calculating income tax and National Insurance contributions, Real Time Information reporting, workplace pension deductions and year-end. It reduces the risk of errors and gives your small team peace of mind.
Is outsourcing cheaper than hiring payroll staff?
For most UK payroll needs, yes. Payroll staff cost salary, training and cover, while a payroll service provider charges a predictable fee. Larger companies may keep payroll processes in-house, but whatever your company size, outsourcing often costs less.
Do minimum wage and tax year changes increase payroll fees?
Not usually. Each new tax year brings changes to minimum wage, employment allowance and thresholds, and a good provider updates how they process payroll, usually at no additional cost. Check this and data security before you sign.
How do payroll outsourcing costs in 2026 compare to previous years?
Provider fees have stayed stable, with fully managed payroll processing still around £4 to £12 per employee monthly. But the total cost of payroll has risen since employer National Insurance rose in April 2025 and the minimum wage in 2026.
