This is somewhat of a hiking gem and will probably be easiest to find if you go with someone who has been before guiding you. However, if you're up for an adventure, you can try to find it yourself.
If you refer to the Sai Kung East Country Park notes, it will show you how to get to the beginning trail that leads to the waterfalls.
From the beginning of the trail, it'll take about 45 mins to find Sai Wan beach. Walk along the coast. The waterfall is located inland from the Sai Wan beach. You'll have to navigate inland (about 5-10 mins) around a little farm area/cabbage patch…walk past the farm and into the wooded area/path. Will lead to some rocky areas that will lead to the waterfall!
You'll find some cows hanging out back there too if you're on the right track! No need to venture too far inland as it's only about a 10 min walk inland to find the waterfall. Good luck!
